The first things you should know about Common Gateway Interface (CGI) are what it is and why it is used. CGI is a standard whose specification defines a way for Web servers to communicate with external programs, and vice versa, so that the external program can generate HTML, images, or whatever, and have the server treat it the same as HTML, images, and so on not generated by an external program. The reason CGI is used is so you can generate dynamic content with the same ease that you generate static content. CGI is used because it is a very well defined and supported standard, and without CGI, dynamic content would have been impossible without proprietary server methods (now, there are alternatives to CGI that are becoming standard). There are many useful applications of CGI programs. But, as with every other technology, CGI programs have their limits. Also, as with many other technologies, it is not always the best way to do things. For this reason, this chapter will go over what CGI programs can and cannot do, and what CGI based apps are good and bad for. For comparison's sake, I use Java as the applet language.

“The land where the rainbow begins.” This is how the traditional Mayan people of Guatemala describe their country. A land of striking and sometimes violent contrasts,Guatemala’s vivid colors reflect a varied land and a people with ancient roots. The colors of this land are echoed in the hues of traje, the traditional costume of the Mayans. Ancient and contemporary weavers dye their hand-woven cotton the same dark orange and red tones as molten lava from the country’s volcanoes. Luxuriant greens of the rain forest are duplicated in depictions of the Resplendent Quetzal. The iridescent green, red, and white feathers of this tropical bird have symbolized the land since ancient times. Other depictions of ancient life and symbols use the blue of Lake Atitlán, a mountain lake that English author Aldous Huxley called the most beautiful place in the world. Outside the spectrum of rainbow colors are found the black volcanic sands of the Pacific coast and the bleached chalk white colors of the lost cities of the Maya. So close to North America, yet so distant in many ways, Guatemala is home both to modern culture and to one of the world’s most ancient civilizations. The effects of globalization and reverence for the ancient god Quetzalcoatl coexist somewhat uncomfortably here. Its natural beauty and cultural richness are appealing, but Guatemala has another face as well. It is a place of recent civil war and ongoing political and economic turmoil. Ethnic bitterness and social inequality are not uncommon. Ruled by military dictatorships for most of the past hundred years, the country only now is transitioning from repressive tyranny to uneasy democracy. Guatemala is one of the original “banana republics,” a derisive term for Central American countries long dependent on agricultural exports to the United States. It is a fact that much of the country’s infrastructure—its railroad, telegraph lines, and ports—was built and controlled by U.S. interests, principally the United Fruit Company. Like its Mayan heritage, this aspect of the country’s past is still alive as well. Despite economic advances of the last five years, Guatemala is still dependent on banana, coffee, and sugarcane production for most of its export revenue.

This is not an official history. It is the story of the Singapore I grew up in, the placid years of British colonial rule, the shock of war, the cruel years of Japanese occupation, communist insurrection and terrorism against the returning British, communal riots and intimidation during Malaysia, and the perils of independence. This book deals with the early years which ended with our sudden independence in 1965. My next book will describe the long, hard climb over the next 25 years from poverty to prosperity. Many, not born or too young when I took office in 1959, do not know how a small country with no natural resources was cut off from its natural hinterland and had to survive in a tough world of nationalistic new states in Southeast Asia. They take it as quite normal that in less than 40 years the World Bank has reclassified Singapore from a less developed to a developed country. To write this book I had to revive memories of events long forgotten, reading through minutes of meetings, letters written and received, and oral history transcripts of colleagues. It was psychological stocktaking, and I was surprised how disturbing it was occasionally although these events were past and over with.

Most people have an idea of what it means to be poor. We think of conditions like hunger, homelessness, preventable diseases, unemployment, and illiteracy as elements of poverty. Those and other issues will be covered later in this book. However, from a social and economic standpoint, poverty is a complex topic that can be difficult to describe in objective terms. Most governments and social service agencies have their own definitions of poverty, including how it is measured and who is considered poor.
