Cooperating for Peace and Security is a comprehensive survey of multilateral security cooperation since 1989. With essays by leading experts on topics from peacekeeping to nuclear security, it goes beyond theoretical discussions of the value of cooperation to show how the operational activities of international organizations meet the security needs of states. In particular, it explores the complex relationship between multilateralism and American security concerns. Covering the UN, NATO, and regional organizations, the authors show that U.S. interests have often shaped institutions. But, more strikingly, other states have also driven institutional change without U.S. support or even in the face of American opposition. This raises important questions about how the balance of power shapes international institutions. In this book, David E. Brandt examines the legal, psychological, and cultural issues relevant to understanding antisocial behavior in adolescence. Based on his own research and a broad analysis of recent work in the field, Brandt identifies the factors that are common in cases of delinquency. The discussion considers the long-term effects of social issues such as poverty as well as psychological issues such as the high levels of stress and anxiety suffered during childhood by many delinquents. He shows how a failure to meet the developmental needs of children—at both the family level and at a broader social and political level—is at the core of the problem of juvenile delinquency. Brandt concludes with an inquiry into how best to prevent delinquency. Programs that address the developmental needs of children, Brandt argues, are more effective than policing, juvenile courts, or incarceration.

Since 1989, ever-increasing numbers of citizens have taken part in budgetary decision-making in the Brazilian city of Porto Alegre. By 2001 an impressive 16,600 citizens were participating in the annual popular assemblies held across the city. Their initial participation eventually culminated in decisions about the distribution of a significant element of the municipal budget, with a substantial proportion destined for investments in poor neighbourhoods. The following year, the process began again. At the other end of the Americas, in December 2004 after 11 months of deliberation, an assembly of 160 randomly selected citizens delivered a report recommending changes to British Columbia’s electoral system. The following year, their recommendation was put to a binding popular vote. And, again in 2004, citizens in 37 states across the United States voted on 162 propositions, almost a half of which were proposals that originated from within civil society rather than the legislature or executive. Some 68 per cent of these propositions were approved by citizens and have or will become law.

In 2000 a beheaded journalist was found in a remote forest near Kyiv. The corpse led to a scandal when it was revealed that it was that of a journalist critical of the authorities. The President was heard on tapes made covertly in his office ordering violence to be undertaken against the journalist. The scandal led to the creation of a wide protest movement that culminated in the victory of democratic opposition parties in 2002. The democratic opposition, led by its presidential candidate Viktor Yushchenko, fought a bitter and fraudulent election campaign in 2004 during which he was poisoned. Widespread election fraud led to Europe's largest protest movement since the Cold War which became known as the Orange Revolution, known after the campaign colour of the democratic opposition. This book is the first to provide a collection of studies surveying different aspects of the rise of the Ukraine's democratic opposition from marginalization, to protest against presidential abuse of office and culminating in the Orange Revolution. It integrates the Kuchmagate crisis of 2000-2001 with that of the Orange Revolution four years later providing a rich, detailed and original study of the origins of the Orange Revolution.

The Kanazawa Institute of Technology is Japan's largest institution of higher education specializing in engineering and technology. It is a world leader and collaborator in electronic initiatives, often on the forefront of systems design and telecommunications advancement. It is also the site of an annual symposium series on digital library development.
