У книзі відтворено один з найбільш знакових сюжетів ранньої історії Української козацької держави (Війська Запорозького) — Ніжинську генеральну раду 1663 р. (широковідому в історичній літературі та публіцистиці як «Чорна рада»), яка для багатьох є символом занепаду козацької державності та територіального розколу Гетьманату на правобережну та лівобережну частини. У дослідженні детально розкриваються обставини, що уможливили такий розвиток політичних процесів у козацькій Україні, реконструюється перебіг військової ради 1663 р. та з’ясовуються найближчі наслідки від неї. Видання адресується науковцям, викладачам, студентам істо- ричних факультетів, усім, хто цікавиться історією України.

Основна частина пропонованої книжки, крім Вступу і Життєпису, містить шість розділів, у яких висвітлені різні аспекти діяльности Івана Пулюя. У Вступі подано сконденсований творчий портрет Івана Пулюя як високо-талановитої людини у своїй багатогранності. Найбільше уваги приділено фізичним дослідженням (розд. 2), які стосуються трьох напрямів: молекулярної фізики, катодного проміння та Х-променів. Останню галузь Пулюєвої наукової праці проаналізовано найґрунтовніше і викладено в контексті відповідного етапу розвитку фізики кінця XIX – початку XX ст. Третій розділ присвячено електротехнічній діяльності науковця, а четвертий – його науково-популярним працям. У подальших трьох розділах описано громадсько-політичну, перекладацьку та публіцистичну активність Івана Пулюя. Останній (восьмий) розділ подає відомості про те, як поширювалося знання про нього, як пам'ять про нашого великого земляка поступово ставала надбанням свідомости щораз ширших кіл української (а частково і міжнародної наукової) громадськости.
