This book was based on Allen Downey's How to Think Like a Computer Scientist, a clear and helpful first-year computer science textbook, which was also released under GNU Free Documentation License. The book's goal is to teach you to think like a computer scientist. This way of thinking combines some of the best features of mathematics, engineering, and natural science. Python was chosen to translate Allen's original Java version because it provides a really nice balance between the practical and the conceptual. Teach Yourself COBOL in 21 Days went through many versions before it was right for the job. Several adventurous volunteers agreed to learn COBOL from scratch by doing each lesson as I completed it, and I installed revisions based on their feedback. For the second edition, each day's text incorporated suggestions from the first edition users and then underwent multiple revisions to ensure that it could be easily understood and that the correct gradient approach was used. Concepts are introduced slowly and repeated many times. The first edition included four Bonus Day lessons. This new edition has been extended to include two additional Bonus Day lessons, with emphasis on the year 2000 problem. In many cases, it is difficult to illustrate a programming point by using a full program. The point being highlighted gets lost against the background of all the other things going on in the program. The answer to this is to write short programs just to show how something works. The problem with this approach is that some examples are silly or trivial programs. One of my more determined volunteers frequently showed up at my desk looking perplexed and asking, "I understand what the program is doing, but why would anyone ever want a program like this?" The answer always is, "No one would; the example is only to illustrate how that part of the language works." I have revised each chapter and added specific comments indicating which examples aren't "real" programs. If I've missed any of these, and you see a program that seems to do something silly, irrelevant, or useless, be tolerant. Review the program as an example of how the language works and not as a program that you might use for some purpose. Lots of code is used. COBOL experience comes from writing, reading, and understanding lots of code. Sometimes one point is illustrated by repeating a whole program with only that one point changed.

Their main weapon was a bronze-plated ram situated at the prow. From the combined Greek naval victory at Salamis (480 BC), through the Peloponnesian War, and up until the terrible defeat by the Macedonians at Amorgos, the Athenian trireme was an object of dread to its enemies. For the first 30 years of commercial aviation, from 1920 to 1950, all airliners had propellers. Over the next ten years, to 1960,jet airliners slowly and hesitantly penetrated the extremely conservative and ultra-cautious airline industry. But by 1960 the airlines had become so polarized around the jet that efficient and successful turboprop airliners, such as the Electra and Vanguard, lost their builders a lot of money because the customers thought them obsolete. Then, again very gradually, airline managements began to realize that those who said turboprops were efficient and burned less fuel were telling the truth. As oil prices soared, so the propeller began to make a come-back. Therefore, though mainly an account of past history, this volume ends with a buoyant industry that cannot build turboprop airliners fast enough.

This volume grows out of an initiative in the World Bank on resource allocation and purchasing (“RAP”), which started in 2000, and continues to publish articles and books related to strategic purchasing. The initiative emerged from such questions in developing economies as: Why do individuals need help in purchasing health services from providers? Is the “middleman” really necessary?
