The tragic events of 11 September 2001 have led to an intensification of measures against terrorism both at the level of states and international organisations. New laws and resolutions have been passed in order to strengthen national and international action against terrorism. Some of these measures violate human rights and have been introduced without respect for obligatory procedures under international human rights conventions for derogations in cases of emergency. This development has given rise to much concern worldwide. In order to analyse the many (human rights) questions posed by the intensified struggle against terrorism, a symposium was organised, on the initiative of the Marangopoulos Foundation for Human Rights (MFHR) of Athens, by the European Training and Research Centre for Human Rights and Democracy (ETC) in Graz and the Diplomatic Academy of Vienna together with the MFHR. This volume brings together most of the contributions to this high-level and in-depth discussion in edited, updated form. Among the issues analysed are the dangers entailed in the new doctrine of pre-emptive wars, the issue of the prevention of terrorism through measures addressing its causes and the strengthening of human security. The volume also contains an annex with major documents relating to the question of human rights and terrorism at universal and regional levels prepared by international organisations and NGO's, which represents a useful handbook on the topic. Speech does not fossilize but the interpretation of artefacts obtained from archaeological sites can be used to infer the degree of complexity of the communication system necessary to produce these artefacts and sometimes their associated behaviour. The degree of complexity of tool technology is often used as a marker for the level of cognitive ability but it is difficult to extrapolate the need of a sophisticated system of communication from tool technology alone. One reason is that the ability to manufacture complex tools can be learned from observation and imitation without explicit tutoring requiring the use of language. Intentional burials and sea faring are activities that appear to require a greater reliance on linguistic communication for the purpose of enacting rituals and solving problems.

Ось так потрібно любити свою країну. Ось так потрібно писати про людей. Без політики, без ідеології, без обмеженої вузькості погляду. Liberal theories have long insisted that cultural diversity in democratic societies can be accommodated through classical liberal tools, in particular through individual rights, and they have often rejected the claims of cultural minorities for group rights as illiberal. Group Rights as Human Rights argues that such a rejection is misguided. Based on a thorough analysis of the concept of group rights, it proposes to overcome the dominant dichotomy between "individual" human rights and "collective" group rights by recognizing that group rights also serve individual interests. It also challenges the claim that group rights, so understood, conflict with the liberal principle of neutrality; on the contrary, these rights help realize the neutrality ideal as they counter cultural biases that exist in Western states. Group rights deserve to be classified as human rights because they respond to fundamental, and morally important, human interests. Reading the theories of Will Kymlicka and Charles Taylor as complementary rather than opposed, Group Rights as Human Rights sees group rights as anchored both in the value of cultural belonging for the development of individual autonomy and in each person’s need for a recognition of her identity. This double foundation has important consequences for the scope of group rights: it highlights their potential not only in dealing with national minorities but also with immigrant groups; and it allows to determine how far such rights should also benefit illiberal groups. Participation, not intervention, should here be the guiding principle if group rights are to realize the liberal promise.

This question has been at the back of my mind for about nine years now while I have been researching trust both in highly abstract terms and in more practical settings. It is with great pleasure and satisfaction, but also with a sense of vulnerability and uncertainty, of course, that I present in this book what I believe to be the most important approaches to understanding trust in the social sciences as well as core original insights into the leap of faith as the essential element at the heart of trust. Young scholars are increasingly discouraged from writing books and advised to focus their efforts on journal articles. Personally, I am glad that people around me have encouraged me to compose and publish this work. The opportunity to develop and describe my scholarly understanding of trust more thoroughly has been immensely valuable to me because in this book I can connect my most recent thoughts with some ideas that I have presented separately in articles and chapters elsewhere. As a result, a bigger picture emerges not just for me, but also for the reader. I have noticed that key inspirations have often come from books rather than articles on trust, which might reflect the fact that trust is a complex topic that does not lend itself well to merely incremental or fragmented contributions.
