Дослідивши світовий досвід стимулювання внутрішнього виробництва, визначено, що державна структурна політика імпортозаміщення повинна бути реалізована за економічним та адміністративним напрямами. Здійснено аналітичне оцінювання роздрібного товарообороту України на посттрансформаційному та посткризовому етапах відновлення і розвитку та зроблено висновок про значне посилення імпортозалежності та перевищення темпів зростання імпорту над темпами зростання ВВП. Обгрунтовано мету та послідовність реалізації стратегічних пріоритетів, а також заходи і засоби державної структурної політики імпортозаміщення в Україні. | ||

Отмечено, что обеспечение экономической безопасности государства должно происходить системно, чтобы достичь приемлемого уровня, поэтому важно определить все ее элементы с учетом действенности, необходимости, объективного характера. Согласно таким предположениям обоснованы концептуальные основы сочетания систем обеспечения экономической безопасности государства и реализации государственной политики импортозамещения. При этом государственная политика импортозамещения рассматривается как такая, в которой можно оптимально и с высокой эффективностью заложить перечень направлений и инструментов, позволяющих стабилизировать, создать условия для устойчивого развития и обеспечить самодостаточность национальной экономики. Обосновано концептуальное содержание взаимосвязей и взаимовлияния системы экономической безопасности государства с направлениями реализации государственной политики импортозамещения. Соответственно выделены структурные компоненты, функциональные составляющие и пространственные характеристики как элементы системы обеспечения экономической безопасности государства. Направления реализации государственной политики импортозамещения охарактеризованы с учетом детерминантов противодействия импортозависимости, приоритетных сфер регулирования и сегментов внутреннего рынка. | ||

Lupak // Стратегічні пріоритети. - 2017. - № 3. - С. 105-112. - Режим доступу: http://nbuv.gov.ua/UJRN/spa_2017_3_15 The authors prove a high level of import dependence of the internal market of the regions of Ukraine and the existing trends for its strengthening. In the articles the regions of Ukraine are differentiated with respect to their import-dependence, in particular in terms of the share of import in domestic consumption. The authors specify the goals of the state regional policy of import substitution in the context of ensuring the necessary structural changes in the ratio of domestic and imported goods consumption by strengthening the competitiveness of the trademarks of local brands, improving the qualitative characteristics of the functioning and development of the intra-regional consumer market and the transition of local producers to the implementation of export-oriented strategy. In accordance with this goal, the priorities of the state regional policy of import substitution have been determined. The authors elaborate the tools of the regional policy of import substitution that concerns reducing the share (dependence) of import of consumer goods, reducing the level of monopolization of commodity markets and their segments, creation of a fair and equal competitive environment in the spheres of production and goods turnover. Recommendations on reducing the shadow sector, developing a balanced space-species network of trade facilities and strengthening its role in the processes of import substitution at the regional level are also proposed. | ||

A system of indicators has been constructed that are mutually agreed in the context of the analysis of the state of economic security and components of industrial-technological development (investment, international, environmental, educational, scientific, industrial, innovative, technological). Based on the system of indicators, analysis of variance in the industrial-technological development and level of economic security was carried out. The levels of correlation of indicators (high, medium, low) have been determined, based on which the interrelations of industrial-technological development and economic security were systematized. A graphic-analytical and regression procedure was used to define the correlation dependence of industrial-technological development on economic security. The industrial-technological development has been forecasted in terms of the indicators with high correlation (the level of investment, openness of the economy, export of high-tech products, industrial products index) and medium correlation (the share of renewable energy consumption, the level of expenditures on education to GDP, the share of specialists performing scientific and technical work). The system of indicators of economic security assessment has been expanded in terms of its individual components (investment-innovative, foreign economic, energy, social, macroeconomic security), taking into consideration aspects in the industrial-technological development. Using the reported analytical and predictive results makes it possible to establish groups of factors that influence the industrial-technological development and economic security. In this way, it becomes possible to identify those tools and means whose application could ensure an increase in the level of industrial-technological development and economic security. | ||
