For over a century, Africa has experienced a violent cycle of warfare. First came the wars of colonial conquest, then the armed struggles for independence, and fi nally a series of civil wars. These civil wars have many causes, including the struggle over artifi cial frontiers inherited from colonialism, friction and rivalry among different ethnic and religious groups, and the crude desire for power of some African leaders. During the Cold War, the situation was further exacerbated by intervention or “aid” from the former colonial powers and new superpowers. Although it has not been easy to prevent or contain these wars, increasingly efforts are being made by the United Nations, other international organizations, and African organizations such as the African Union to provide peacekeeping and provide care for refugees. For a continent that is poorly known and badly misunderstood to begin with, it is often hard to fi nd useful information about underlying situations, groups and people involved, and even the course of wars—which is why this Historical Dictionary of Civil Wars in Africa is such an important book. The chronology tracks when civil wars erupted or were resolved, and which ones still continue; the introduction puts the warfare into historical, political, and geographical context; the dictionary provides a wealth of information on each of the wars, the more prominent leaders involved (both those who make war and those who try to bring peace), liberation movements, and political parties and organizations; and the substantial bibliography presents indispensable information for those who want to know more.

France is often depicted as the model of assimilationist or republican integration in the international literature on immigration. However, rarely have surveys drilled down to provide individual responses from a double representative sample. In As French as Everyone Else?, Sylvain Brouard and Vincent Tiberj provide a comprehensive assessment of the state of integration in France and challenge the usual crisis of integration by systematically comparing the "new French" immigrants, as well as their children and grandchildren born in France, with a sample of the French general population. The authors' survey considers a wide range of topics, including religious affiliation and religiosity, political attitudes and political efficacy, value systems (including gender roles, work ethics, and anti-Semitism), patterns of integration, multiple identities and national belongings, and affirmative action. As the authors show, despite existing differences, immigrants of Maghrebin, African, and Turkish origin share a wide scope of commonality with other French citizens.

Im Mittelpunkt der Untersuchung stehen militärgerichtliche Strafverfahren gegen Zivilpersonen. Die Frage, inwiefern solche Verfahren mit dem Recht auf ein faires Verfahren vereinbar sind, beschäftigt internationale Spruchkörper und Gremien seit längerem.PrüfungsmaÃstab sind drei Konventionen: die EMRK, die AMRK und der Internationale Pakt über bürgerliche und politische Rechte. Die Arbeit systematisiert zunächst die vorhandene Spruchpraxis. Sie geht sodann der Frage nach, ob es ein Recht auf ein zuständiges Gericht gibt bzw. wie sich ein solches Recht konstruieren lässt. Ausführungen zu besonderen Problemen im Kontext von Ausnahmezuständen und eine Betrachtung der U.S.-amerikanischen Militärkommissionen im Nachtrag runden die Analyse ab.

Elwood Dunn explores political manipulation and ethnic differences as causes of civil strife in Liberia. John Saul examines the role of Western powers in establishing peace in Mozambique. Hussein Adam describes the collapse of the authoritarian regime in Somalia and the subsequent rise of inter-clan and sub-clan rivalry. Taisier Ali and Robert Matthews argue that the forty-year conflict in Sudan is much more complex than the usual view that it results from the pitting of the Arab, Islamic North against the African, Christian South. Shifting the focus to how internal unrest may be managed, Hevina Dashwood examines government initiatives undertaken to maintain stability in Zimbabwe and Cranford Pratt describes the policies and institutions developed by Nyerere that enabled Tanzania to avoid ethnic, regional, and religious factionalism and intra-elite rivalries. James Busumtwi-Sam explores multilateral third-party intervention, highlighting the changing role of the OAU and the United Nations and their effectiveness in averting war. The Oxford Handbook of Ethical Theory is a major new reference work in ethical theory consisting of commissioned essays by leading moral philosophers. Ethical theories have always been of central importance to philosophy, and remain so; ethical theory is one of the most active areas of philosophical research and teaching today. Courses in ethics are taught in colleges and universities at all levels, and ethical theory is the organizing principle for all of them. The Handbook is divided into two parts, mirroring the field. The world's population is ageing. Improvements in health care in the past century have contributed to people living longer and healthier lives. However, this has also resulted in an increase in the number of people with noncommunicable diseases, including dementia. Although dementia mainly affects older people, it is not a normal part of ageing. Dementia is a syndrome, usually of a chronic or progressive nature, caused by a variety of brain illnesses that affect memory, thinking, behaviour and ability to perform everyday activities. Dementia is devastating not only for the people who have it, but also for their caregivers and families. It is one of the major causes of disability and dependency among older people worldwide. There is lack of awareness and understanding of dementia, at some level, in most countries, resulting in stigmatization, barriers to diagnosis and care, and impacting caregivers, families and societies physically, psychologically and economically. Dementia can no longer be neglected but should be considered a part of the public health agenda in all countries. The objective of this report is to raise awareness of dementia as a public health priority, to articulate a public health approach and to advocate for action at international and national levels based on the principles of inclusion, integration, equity and evidence.

Timely and pathbreaking, Securing the Peace is the first book to explore the complete spectrum of civil war terminations, including negotiated settlements, military victories by governments and rebels, and stalemates and ceasefires. Examining the outcomes of all civil war terminations since 1940, Monica Toft develops a general theory of postwar stability, showing how third-party guarantees may not be the best option. She demonstrates that thorough security-sector reform plays a critical role in establishing peace over the long term. Much of the thinking in this area has centered on third parties presiding over the maintenance of negotiated settlements, but the problem with this focus is that fewer than a quarter of recent civil wars have ended this way. Furthermore, these settlements have been precarious, often resulting in a recurrence of war. Toft finds that military victory, especially victory by rebels, lends itself to a more durable peace. She argues for the importance of the security sector--the police and military--and explains that victories are more stable when governments can maintain order. Toft presents statistical evaluations and in-depth case studies that include El Salvador, Sudan, and Uganda to reveal that where the security sector remains robust, stability and democracy are likely to follow. The civil rights movement was first and foremost a struggle for racial equality, but questions of gender lay deeply embedded within this struggle. Steve Estes explores key groups, leaders, and events in the movement to understand how activists used race and manhood to articulate their visions of what American society should be. Estes demonstrates that, at crucial turning points in the movement, both segregationists and civil rights activists harnessed masculinist rhetoric, tapping into implicit assumptions about race, gender, and sexuality. Estes begins with an analysis of the role of black men in World War II and then examines the segregationists, who demonized black male sexuality and galvanized white men behind the ideal of southern honor. He then explores the militant new models of manhood espoused by civil rights activists such as Malcolm X and Martin Luther King Jr., and groups such as the Nation of Islam, the Student Nonviolent Coordinating Committee, and the Black Panther Party. Reliance on masculinist organizing strategies had both positive and negative consequences, Estes concludes. Tracing these strategies from the integration of the U.S. military in the 1940s through the Million Man March in the 1990s, he shows that masculinism rallied men to action but left unchallenged many of the patriarchal assumptions that underlay American society.

Although much has been written on organised civil society - the loose collective of organisations that operate outside the public sector, the private market and the family unit - over the past 30 years, there has been little jurisprudential analysis. This is in spite of the fact that a number of jurisdictions, including England, New Zealand, Northern Ireland and Scotland, have recently implemented major reforms to the regulatory frameworks in which civil society organisations operate, with a particular emphasis on the charitable sectors. Redressing the balance, this monograph considers from first principles when it is appropriate to regulate organised civil society and how that regulation might best be accomplished. Four broad issues are addressed: (a) whether the activities undertaken by civil society organisations are distinct from the activities undertaken by the state or the market, either because they are pursued in unique ways, or because they produce unique outcomes; (b) if so, whether it is justifiable to regulate organised civil society activities in a sector-specific way; (c) if it is, whether the peculiar characteristics of these activities make one type of regulation more appropriate than another; and (d) whether it is appropriate to distinguish between charities and other civil society organisations for regulatory purposes. The monograph integrates the traditionally separate disciplines of civil society theory and regulation theory to provide answers to these questions and advance a rudimentary theory of regulation specific to organised civil society.

Citizenship is the common language for expressing aspirations to democratic and egalitarian ideals of inclusion, participation, and civic membership. However, there continues to be a significant gap between formal commitments to gender equality and equal citizenship – in the laws and constitutions of many countries as well as in international human rights documents − and the reality of women’s lives. This volume presents a collection of original works that examine this persisting inequality through the lens of citizenship. Distinguished scholars in law, political science, and women’s studies investigate the many dimensions of women’s equal citizenship, including constitutional citizenship, democratic citizenship, social citizenship, sexual and reproductive citizenship, and global citizenship. Gender Equality takes stock of the progress toward – and remaining impediments to – securing equal citizenship for women, develops strategies for pursuing that goal, and identifies new questions that will shape further inquiries.

In an "urban biography," Michael Hamm tells the story of one of Europe's most diverse cities and its distinctive mix of Ukrainian, Polish, Russian, and Jewish inhabitants. A splendid urban center in medieval times, Kiev became a major metropolis in late Imperial Russia, and is now the capital of independent Ukraine. After a concise account of Kiev's early history, Hamm focuses on the city's dramatic growth in the nineteenth and early twentieth centuries. The first historian to analyze how each of Kiev's ethnic groups contributed to the vitality of the city's culture, he also examines the violent conflicts that developed among them. He shows why Kiev came to be known for its "abundance of revolutionaries" and its anti-Semitic violence. This carefully detailed account reveals another side of the city's history. It helps to put present events in context, showing that at least one of the 'new' nationalisms in the former Soviet Union has old and very deep roots.

For the People is a historical docutext that examines the evolution of the struggle for peace and justice in America's past, from pre-colonial times to the present. Each chapter begins with a brief historical introduction followed by a series of primary source documents and questions to encourage student comprehension. Sample photographs illustrate the range of peace activists' concerns, while the list of references, focused on the most important works in the field of U.S. peace history, points students toward opportunities for further research. This is the only historical docutext specifically devoted to peace issues. The interpretive analysis of American peace history provided by the editors makes this more than just an anthology of collected documents. As such, the docutext is an extension and a complement to the editors' recently published popular scholarly survey, A History of the American Peace Movement from Colonial Times to the Present. A central idea in this work is that peace is more than just the absence of war. The documents, and the analysis that accompanies them, offer fresh perspectives on the ways in which the peace movement became transformed from one simply opposing war to one proclaiming the importance of social, political, and economic equality. The editors' premise is that the peace movement historically has been a collective attempt by numerous well-intentioned people to improve American society. Breaking new ground in scholarship, Niraja Jayal writes the first history of citizenship in the largest democracy in the world—India. Unlike the mature democracies of the west, India began as a true republic of equals with a complex architecture of citizenship rights that was sensitive to the many hierarchies of Indian society. In this provocative biography of the defining aspiration of modern India, Jayal shows how the progressive civic ideals embodied in the constitution have been challenged by exclusions based on social and economic inequality, and sometimes also, paradoxically, undermined by its own policies of inclusion. Citizenship and Its Discontents explores a century of contestations over citizenship from the colonial period to the present, analyzing evolving conceptions of citizenship as legal status, as rights, and as identity. The early optimism that a new India could be fashioned out of an unequal and diverse society led to a formally inclusive legal membership, an impulse to social and economic rights, and group-differentiated citizenship. Today, these policies to create a civic community of equals are losing support in a climate of social intolerance and weak solidarity. Once seen by Western political scientists as an anomaly, India today is a site where every major theoretical debate about citizenship is being enacted in practice, and one that no global discussion of the subject can afford to ignore.
