Adolf Hitler enlisted in the Bavarian Army in august 1914 as a war volunteer. Fanatically devoted to the German cause, between 1914 and 1918 Hitler served with distinction and sometimes reckless bravery, winning both classes of Iron Cross. Using memoirs, military records, regimental, divisional and official war histories as well as (wherever possible) Hitler's own words, this book seeks to reconstruct a period in his life that has been neglected in the literature. It is also the story of a German regiment (16th Bavarian Reserve Infantry, or List Regiment), which fought in all the main battles on the Western Front. As a frontline soldier Hitler began his 'study' of the black art of propaganda; and, as he himself maintained, the List Regiment provided him with his 'university of life'. This is not only an account of the fighting, however. Some of the most profound influences on Hitler occurred on home leave or as a result of official wartime propaganda, which he devoured uncritically. His conversion from passive pathological anti-Semitism began while invalided in Germany in 1916-17. The language of anti-Bolshevik 'Jewish virus' propaganda became Hitler's language, confirmed, as he saw it, by the 'infected' recruits to the List Regiment in 1918. Hitler is here presented less as the product of high-cultural forces than as an avid reader and gullible consumer of state propaganda, which fed his prejudices. He was a 'good soldier' but also a 'true believer' in fact and practice. It is no exaggeration to say that every military decision made by Hitler between 1939 and 1945 was in some way influenced or coloured by his experiences with the List Regiment between 1914 and 1918.

Both men and women would play a full role in the construction of socialism, but the model of the "new women" had an additional feature--she also had to reproduce the population. This book explores the ways in which the "new woman," in her various incarnations, was presented to female citizens of the 1920s to the end of the Stalin era in the pages of popular women's magazines, Rabotnitsa (The Woman Worker) and Krest'yanka (The Peasant Woman).

Under Stalin's leadership, the Soviet government carried out a massive number of deportations, incarcerations, and executions. Paradoxically, at the very moment that Soviet authorities were killing thousands of individuals, they were also engaged in an enormous pronatalist campaign to boost the population. Even as the number of repressions grew exponentially, Communist Party leaders enacted sweeping social welfare and public health measures to safeguard people's well-being. Extensive state surveillance of the population went hand in hand with literacy campaigns, political education, and efforts to instill in people an appreciation of high culture. In Cultivating the Masses, David L. Hoffmann examines the Party leadership's pursuit of these seemingly contradictory policies in order to grasp fully the character of the Stalinist regime, a regime intent on transforming the socioeconomic order and the very nature of its citizens. To analyze Soviet social policies, Hoffmann places them in an international comparative context. He explains Soviet technologies of social intervention as one particular constellation of modern state practices. These practices developed in conjunction with the ambitions of nineteenth-century European reformers to refashion society, and they subsequently prompted welfare programs, public health initiatives, and reproductive regulations in countries around the world. The mobilizational demands of World War I impelled political leaders to expand even further their efforts at population management, via economic controls, surveillance, propaganda, and state violence. Born at this moment of total war, the Soviet system institutionalized these wartime methods as permanent features of governance. Party leaders, whose dictatorship included no checks on state power, in turn attached interventionist practices to their ideological goal of building socialism.

This book addresses an important but little-noticed phenomenon in the revolutionary world of military technology. Across a wide range of otherwise-unrelated weapons programs, the Pentagon is now pursuing arms that are deliberately crafted to be less powerful, less deadly, and less destructive than the systems they are designed to supplement or replace. This direction is historically anomalous; military forces generally pursue ever-bigger bangs, but the modern conditions of counter-insurgency warfare and military operations "other than war" (such as peacekeeping and humanitarian assistance) demand a military capable of modulated force. By providing a capacity to intervene deftly yet effectively, the new generations of "useable" weaponry should enable the U.S. military to accomplish its demanding missions in a manner consistent with legal obligations, public relations realities, and political constraints. Five case studies are provided, regarding precision-guided "smart bombs," low-yield nuclear weapons, self-neutralizing anti-personnel land mines, directed-energy anti-satellite weapons, and non-lethal weapons.

Between 1937 and 1949, Joseph Stalin deported more than two million people of 13 nationalities from their homelands to remote areas of the U.S.S.R. His regime perfected the crime of ethnic cleansing as an adjunct to its security policy during those decades. Based upon material recently released from Soviet archives, this study describes the mass deportation of these minorities, their conditions in exile, and their eventual release. It includes a large amount of statistical data on the number of people deported; deaths and births in exile; and the role of the exiles in developing the economy of remote areas of the Soviet Union. The first wholesale deportation involved the Soviet Koreans, relocated to Kazakhstan and Uzbekistan to prevent them from assisting Japanese spies and saboteurs. The success of this operation led the secret police to adopt, as standard procedure, the deportation of whole ethnic groups suspected of disloyalty to the Soviet state. In 1941, the policy affected Soviet Finns and Germans; in 1943, the Karachays and Kalmyks were forcibly relocated; in 1944, the massive deportation affected the Chechens, Ingush, Balkars, Crimean Tatars, Crimean Greeks, Meskhetian Turks, Kurds, and Khemshils; and finally, the Black Sea Greeks were moved in 1949 and 1950.
