Досліджено процеси порушення прав інтелектуальної власності на ринку технологічних продуктів. Визначено значні обсяги економічних збитків правовласників при порушенні їх виключних прав. Розроблено методичні положення щодо економічної оцінки розміру упущеної вигоди виробників оригінальної (ліцензійної) продукції (правовласників) при порушенні прав інтелектуальної власності, розмір якої авторами вперше пов'язане з ступенем використання правовласником своїх виробничих потужностей. Сформовано поелементну структуру втрачених потенційних можливостей правовласників та запропоновано економіко-математичні моделі їх визначення. Теоретичні пропозиції проілюстровано на конкретних прикладах з практики роботи українських машинобудівних підприємств.

Проведено теоретичні та практичні дослідження ранніх стадій життєвого циклу промислових нововведень. Визначено наявність суттєвих труднощів, що стоять перед підприємствами у сфері створення, освоєння і виведення на ринок промислових інновацій. Доведено, що в ході перевірки і досвідченого освоєння нововведень, через технічні труднощі або відсутність необхідних фінансових коштів, припиняються розробки кожного шостого нововведення з відібраних 20 відсотків. Для підвищення ефективності інноваційної діяльності запропоновано більшою мірою використовувати малі інноваційні підприємства. Обгрунтовано, що найбільший внесок в інноваційний процес вносять малі інноваційні фірми і дуже великі корпорації, що мають в якості своїх філій середні та малі наукомісткі фірми.

Розглянуто концептуальні теоретико-методичні положення економічної оцінки інноваційних технологій на засадах фінансово-технологічного важеля. Обгрунтовано, що концепція технологічного важеля пояснює, яким чином створення нової технології може підняти вартість бізнесу, перевищуючи в рази цінність базової технологічної інновації, взятої ізольовано. Крім того, з'являється реальна можливість ефективного моніторингу економічної віддачі (потреби, використання, ефективності) від використання технологічної розробки, виключні права на яку знаходяться в розпорядженні даного підприємства.

It has been proven that modern information and logistic technologies are the most important resource of the post-industrial society. It was proved that not every enterprise has a possibility to ensure its information and logistic activities using its own capabilities, so the possibilities of using outsourcing systems are becoming especially relevant. General features of outsourcing of information technologies and logistic services were determined. The most important of them include the mandatory existence of interaction between a supplier and a customer regarding the business processes of an enterprise. It was substantiated that several important types of outsourcing are used in the area of intellectual innovation activities of enterprises: complete and partial outsourcing, outsourcing of a joint type, outsourcing of the intermediate type, outsourcing of intellectual and innovative type. The method for synthesis of indicators of economic efficiency of outsourcing of information and logistic services of direct and indirect action for the economic evaluation of its effectiveness was proposed. This approach makes it possible to fully evaluate the benefits of outsourcing in comparison with the variant when they are implemented by an enterprise using its own capabilities. The basis of the proposed method is the ratio of indicators that reproduce the advantages obtained due to outsourcing. The implementation of this method makes it possible to ensure an important relationship between the process of development of information or logistic service and the required quality. Studies conducted at the enterprises of the Kharkiv industrial region showed that only three out of eight studied enterprises have economic grounds for using outsourcing. From the economic point of view, it is more expedient for other enterprises to carry out information (logistic) provision of their activities using their own resources.

This paper investigates the current state and prospects of the development of the European IT services market. A detailed analysis of the economic indicators of the IT market in European countries has been conducted. Marketing characteristics of the external market of IT services were considered, in whose formation a leading role belongs to export deliveries. It has been determined that the capacity of the international segment of the IT services market in most European countries increases by an average of 20 % annually, and the share of IT technologies exports in the overall export structure exceeds 8 %. The forecast of changes in the internal market of IT technologies in the post-Soviet countries was analyzed. Based on the results, it was concluded that in the future the capacity of the domestic IT services market could increase and, in 2024, in particular in Ukraine, would exceed the volume of USD 2 billion. The results of studying the level of prices for IT services in the post-Soviet countries suggest that they mainly correspond to the prices for similar services in different groups of European countries (with different material capabilities). That means that for IT service consumers in countries with a low standard of living, price characteristics are not an obstacle to obtaining the highest quality services from domestic or foreign suppliers. The role and importance of personnel support of the information industry, which is key in the formation and development of the IT services market, have been determined. It has been proven that specialists who attained IT education mostly work according to the skills and competencies obtained, which distinguishes them favorably from specialists in other fields. Despite the tendencies of a certain outflow of specialists outside the countries with a low living level, the number of IT specialists is growing progressively in their economies. In many ways, these trends are facilitated by an increase in the number of graduates from specialized educational institutions.
