Визначено особливості організації функціонування пасажирського транспорту м. Кременчук. Досліджено основні проблеми у роботі міського транспорту, наведено схему фінансування міського пасажирського транспорту на основі створення спільного підприємства замовника та перевізника. Для її реалізації запропоновано алгоритм фінансування необхідної структури рухомого складу, яким передбачено обов'язкове обстеження пасажиропотоків, розрахунок необхідної структури та кількості рухомого складу та порівняння його з фактичним, визначення обсягів капіталовкладень, поетапне формування грошових потоків за рахунок амортизації, лізингу та бюджетного фінансування.

Purpose. Definition of the complex of formal and informal measures, the implementation of which requires enhancement of an information security mechanism for innovation processes, the application of which contributes to the development of intellectual capital of enterprises, improvement of employees knowledge, and activation of management processes. Methodology. To achieve this goal we applied the theoretical generalization and systematization (for specification of enterprises' innovation investment pattern and significance of information security of innovation processes); theoretical and methodological analysis and expert assessment (for determination of the measures intended to enhance the information component of innovation and develop the mechanism on their basis); method of expert evaluations, induction and deduction, analysis and synthesis (for determination of the results expected from the implementation of a range of formal and informal activities). Findings. Summarizing the role of the information security of the innovative processes at enterprises and determining the measures for its enhancement, which suit the current trends in the information support of the industry innovation processes and consider the motivational effect on the employees, the mechanism of strengthening the information component of innovation has been developed. Originality. The mechanism of enhancement of the information component of innovative development has been substantiated. It takes into account the improvement trends for information support of industrial innovative development based on the use of investment resources. Practical value. The mechanisms of enhancement of the information component of innovative development and the recommendations on the use of cloud platforms for information storage, software development and information systems, choice of reliable providers, formation of training programs for innovators, network expansion for Patent centres, integration of security and marketing teams for information-analytical work, insurance of career and education based on legislative changes complying with applicable laws and regulation requirements and standards of the EU, can be used in the enterprise management practice.

Purpose. Optimizing the parameters of the management of innovation costs of a mining company for the purposes of preserving its economic security. Methodology. To achieve this goal the method of multi-objective optimization using analytic superstructure "Finding solutions" of the "Microsoft Excel" software package was applied. Findings. The results of the evaluation of the effectiveness of the management of innovation costs have been presented. The influence of the correlation of the costs of innovation and the level of economic security has been identified. The basic steps and interrelations in the modeling of the safe development of a mining company have been displayed. The approach to the management parameters optimization of the innovation activity costs was developed. It allows organizing the preventive regulation and current control, timely responding to changes in the external and internal conditions, and it also helps to make an informed decision in the process of enterprise development strategy forming in modern conditions. Originality. Scientific originality is to develop an approach that adequately describes a dual nature of the impact of investment and innovation activities on the state of economic security of mining companies. The method allows optimizing the parameters of the management of innovation costs that will enable mining companies to control innovation costs in terms of preserving their own economic security. Practical value. To optimize the economic security of a mining company taking into account the implementation of additional innovative projects, the introduction of information technologies, such as a model of the economic growth parameter optimization using the PP MS Excel "Solver" has been proposed.

Рассмотрено понятие кластеризации национальной экономики как процесса создания в рамках национальной экономики страны кластеров (их систем) и других сетевых структур, определено ее значение для развития национальной экономики (обеспечивает повышение конкурентоспособности национальной экономики, усиление ее инновационной составляющей, улучшение качества образования, согласование интересов и бизнес-структур и т.д.). В результате исследования крупнейших кластеров определена неразвитость законодательно-правового поля кластеризации и негативное влияние законодательного фактора на нее. Сформированы рекомендации по развитию нормативно-правового поля кластеризации по четырем направлениям: разработка (принятие) отдельных законов и нормативных актов, определение изменений в действующее законодательство в сфере кластеризации, внесение изменений в многие нормативно-правовые акты, действие которых связано с регулированием национальной экономики, присоединение к нормам международного права.

Мета роботи - дослідження методичних підходів, спрямованих на об'єктивну оцінку витратних аспектів, засобів і результатів реалізації управлінських і технологічних рішень у разі збалансування портфеля інноваційних проєктів. Установлено, що механізм управління портфелем проєктів має на меті узгодження цілей реалізації проєктів із тактичними і стратегічними орієнтирами підприємства за паралельного збалансування проєктних бюджетів і визначення взаємного впливу кожного з них. Розглянуто підхід до формування портфеля інноваційних проєктів промислових підприємств в аспекті зміцнення його ринкових позицій на основі безпеко-орієнтованого управління. На підставі використання багатофакторного аналізу розроблено модель індикаторів впливу на стан економічної безпеки підприємства. Обгрунтовано використання алгоритму методу ієрархій (реалізовано в середовищі MS Excel) під час формування рекомендацій щодо відбору інноваційних проєктів за критерієм збереження економічної безпеки. Визначено та надано характеристику особливостям зв'язку між економічною безпекою та репутацією підприємства. За допомогою кореляційного аналізу оцінено тісноту зв'язку між рівнем економічної безпеки та його репутацією, проведено аналіз впливу репутації підприємства на його економічну безпеку та оцінку якості результатів впливу. Визначено напрями збалансування портфеля проєктів за критерієм забезпечення раціонального рівня економічної безпеки і за умов превентивного зміцнення репутації. Запропоновано встановлювати пріоритети критеріїв за результатами кореляційно-регресійного аналізу щодо впливу чинників на стан економічної безпеки підприємства, а саме: цільова ефективність, витратна результативність, безпека фінансування, інвестиційна результативність, реактивна результативність. Результатом застосування методики є формування стратегічних рекомендацій щодо відбору інноваційних проєктів за критерієм збереження економічної безпеки.

It has been proven that modern information and logistic technologies are the most important resource of the post-industrial society. It was proved that not every enterprise has a possibility to ensure its information and logistic activities using its own capabilities, so the possibilities of using outsourcing systems are becoming especially relevant. General features of outsourcing of information technologies and logistic services were determined. The most important of them include the mandatory existence of interaction between a supplier and a customer regarding the business processes of an enterprise. It was substantiated that several important types of outsourcing are used in the area of intellectual innovation activities of enterprises: complete and partial outsourcing, outsourcing of a joint type, outsourcing of the intermediate type, outsourcing of intellectual and innovative type. The method for synthesis of indicators of economic efficiency of outsourcing of information and logistic services of direct and indirect action for the economic evaluation of its effectiveness was proposed. This approach makes it possible to fully evaluate the benefits of outsourcing in comparison with the variant when they are implemented by an enterprise using its own capabilities. The basis of the proposed method is the ratio of indicators that reproduce the advantages obtained due to outsourcing. The implementation of this method makes it possible to ensure an important relationship between the process of development of information or logistic service and the required quality. Studies conducted at the enterprises of the Kharkiv industrial region showed that only three out of eight studied enterprises have economic grounds for using outsourcing. From the economic point of view, it is more expedient for other enterprises to carry out information (logistic) provision of their activities using their own resources.
