Рассмотрены концептуальные основы осуществления экспресс-диагностики деятельности промышленных предприятий, в частности: выделены и охарактеризованы принципы, обоснован перечень объектов и субъектов экспресс-диагностики, предложена последовательность осуществления экспресс-диагностики деятельности предприятий, приведена типология факторов влияния на процесс экспресс-диагностики и раскрыто содержание проблем, возникающих при внедрении экспресс-диагностики.

The article considers world's modern approaches of evaluation of technogenic losses from permanent and emergency environmental contamination (emissions, discharges, wastes), and investigates their advantages and disadvantages. The article justifies methods of fuzzy sets theory for complex economic evaluation of technogenic losses of national economy and necessity of these methods under the circumstances of vagueness and lack of information. The article also suggests the heterodox approach to economic evaluation of anticipated technogenic losses of industry branches by analyzing the risks of possible losses by means of fuzzy logic and neural networks.

Article presents the results of the research of impact of investment factor on economic development of Ukraine and types of economic activities for the period 2000 - 2011 are presented; and determines types of economic activities, that are priority for investments in order to ensure the development of the national economy in framework of the post-industrial society.

The role and place of diagnostics in management systems of enterprises and peculiarities of management activities diagnostics are considered. The essence and characteristics of process-structured management as the most effective integrated approach to management in current operation conditions are described. The conceptual basis of management activities diagnostics in the system of process-structured management is worked out, it foreseeing distinguishing and specifying principles, types, objects, subjects, methods, methodologies, indicators of management activities diagnostics. The sequence of management activities diagnostics and all its essential constituent elements are characterized.

Сформирована и обоснована система и критерии количественного определения и оценки компетенций работников предприятий для принятия соответствующих управленческих решений относительно влияния их развития на эффективность финансовой деятельности предприятия.

The article analyzes the national legal and regulatory framework in the field of socio-economic diagnosing of the major parameters and operation directions of the objects being diagnosed such as financial conditions, the threat of bankruptcy, solvency (credit status), and investment attractiveness. Based on the results obtained there are singled out, generalized and justified the key contradictions of national regulations governing principles of assessing the priority sectors of these objects operation. The importance of further development of the national legal and regulatory support of socio-economic diagnosing towards its unification in modern conditions of European integration is proved. In terms of revitalization of European integration processes in Ukraine and globalization processes in the world the importance of socio-economic diagnosing at all levels of national and international economies is increasing. In fact, successful establishment and further development of relationships between domestic and foreign partners at different levels (state authorities, financial, credit and insurance institutions, rating agencies, securities market participants, investors, intermediaries, contractors, businesses) require accurate, representative and objective database obtained through target diagnosing. Recently stakeholders have been primarily interested in socio-economic diagnosing of such aspects of particular entities as financial conditions, threat of bankruptcy, solvency, investment attractiveness etc. Target diagnosing is based on various techniques developed by the legislative authorities of Ukraine that are still being used to form special methodological quidelines for evaluating priority operation areas of the diagnosed objects. Obviously, the methodological provisions reflected in the current national legal and regulatory framework should be standardized and unified for all users in both domestic and international environment to ensure exclusive regulation of key principles of socio-economic diagnosing and unified interpretation of the diagnostic results. Unfortunately, at present in the national legal and regulatory framework there are many problems associated with discrepancies, inconsistencies and contradictions of certain diagnostic methods. Considering all the above, there arises the necessity to study current national legislation and regulatory materials to identify existing conflicts in the area of socio-economic diagnosing.

The development of Ukrainian economics observed in the last years and its orientation towards the integration into the world economics community, as well as large-scale introduction of market relations require the radical structural changes of economic potential of subjects of entrepreneurial activity and adequate policy directed towards the increase in the efficiency of their economic activity. The improvement of the management of material flows, flows of funds and information flows contains the considerable potential of growth of efficiency of enterprise activity as a result of application of new progressive methods and approaches. Among such approaches the main place is occupied by logistics which begins to develop dramatically in Ukraine. The modern nature of market, target orientation of production and the distribution of products according to consumers' requests determine the necessity of searching extra possibilities for decreasing expenditures and product costs, as well as improving service levels for the enhancement of the efficiency of enterprise activity. For domestic enterprises of different branches logistics costs make up the considerable part of general costs. Logistics costs are the expenditures created as the result of information flows, flows of funds and material flows. It is no exaggeration to say that logistics is a comprehensive process in business, since every movement, search or bargain is cost-based, without regard for logistic characteristics. With the help of logistic calculations it is possible to determine the expenditures on the purchase process, transportation, warehousing; predict the budget of future periods; compare and analyze the characteristics of logistics activity. In the conditions of transient economics, that is, fierce competition, financial volatility and spread of the corrupt practices, the problem of the optimization of the enterprise expenditures arises. So, the reduction of logistics costs is the top-priority activity aimed at the stable operation of the enterprise. The necessity of the appropriate response of management processes to changes in the functioning conditions and improvement of delivery and marketing causes the stable interest of domestic manufacturers in the process of maintenance supply and production distribution as important constituents of enterprise activity. Taking into account the fact that the production program of the enterprise and, naturally, the results of its economic activity depends on the efficient organization of supply and marketing, we can state that the entire investigation of these processes is extremely urgent.

The article actualizes issues of funding for efficient scientific, research and development, educational activity during the reform period. The focus on integration of science and education, based on the education quality improvement, requires implementation of new models for the scientific and educational process funding. For the purpose of development of such models, we offer to compare foreign experience of leading educational institutions, represented by the Harvard University, and Taras Shevchenko National University of Kyiv. The majority of higher educational establishments in Ukraine are funded from the state budget within the governmental order. The money, provided to the educational institutions for the state-funded places, essentially form the universities profit. At the same time, the comparative analysis of the budgets of the leading world's university and a national institution of higher education with the privileged funding shows incomparable allocation of funds. The difference in the practice of planning, accounting, control and analysis of financial, informational and material flows generates principal distinctions in the obtained results. The problems of higher educational institutions' economy and management are directly related to financial assurance of the educational process. The models and approaches to funding higher educational establishments in the mode and forms they function now require reforming. It is suggested to apply financial levers due to their interconnection with the factors of efficiency, taken as a basis during the educational establishment's activity assessment. In terms of scope, there emerges a necessity for elaboration of higher educational institutions development strategy, focused on the needs of society and economy.

Досліджено кращу міжнародну практику та нагальні проблеми у інформаційному забезпеченні соціально-економічної діагностики діяльності вітчизняних підприємств. Розроблено методичні рекомендації із гармонізації інформаційного забезпечення діагностики загрози банкрутства, кредитоспроможності й інвестиційної привабливості бізнес-структур за умов європейської інтеграції.

Мета роботи - оцінка якості раціонів харчування з позиції норм фізіологічної потреби людини та добового раціону харчування, для подальшого визначення збалансованості харчування. Добовий раціон харчування людини (сніданок, обід, вечеря) та норми фізіологічної потреби середньостатистичної людини - для визначення комплексно-кількісної оцінки якості раціонів харчування. Для об'єднання показників якості в узагальнений (комплексний) показник використано адитивну математичну модель як найбільш розповсюджену в кваліметрії. Методи дослідження - кваліметричні. Враховуючи норми фізіологічних потреб середньостатистичної людини, розраховано комплексну оцінку якості одноразового прийому їжі, при цьому розроблено трирівневу ієрархічну структуру системи показників якості: одиничні показники третього рівня згруповані у показники якості, що утворюють другий рівень ієрархії структури системи, які, своєю чергою, об'єднуються у перший рівень, а потім - у комплексний показник нульового рівня, які разом характеризують якість раціону харчування. Базові значення показників якості енергетичних, мінеральних речовин і вітамінів становлять: для білків - 0,15; жирів - 0,17; вуглеводів - 0,68; натрію - 0,45; калію - 0,34; кальцію - 0,07; магнію - 0,03; фосфору - 0,11; тіаміну - 0,02; рибофлавіну - 0,02; піридоксину - 0,02; аскорбінової кислоти - 0,94. Коефіцієнти вагомості становили для: білків - 0,50; жирів - 0,40; вуглеводів - 0,10; натрію - 0,03; калію - 0,05; кальцію - 0,25; магнію - 0,50; фосфору - 0,17; тіаміну - 0,36; рибофлавіну - 0,32; піридоксину - 0,31; аскорбінової кислоти - 0,01. Найбільше значення комплексного показника знайдено для сніданку - 1,60, мінімальне значення - характерне для вечері - 1,09.

In modern conditions, the role of industrial potential is increasing, which will ensure the modernization of the national economy. The emergence of crisis phenomena of clusterization in the industrial sector of the state is deepening due to the lack of directions in the management of its development. Therefore, the purpose of our article is to study the peculiarities and benefits of using the cluster approach in the management of industrial potential, to identify the main disadvantages of domestic clustering, taking into account foreign experience, and to elaborate of proposals for the development of industrial clusters in Ukraine. The article deals with the economic interpretation of the term "cluster" and highlights the main characteristics and factors of the cluster problem presented in the scientific papers of scientists. The authors ground the main advantages of the cluster approach to the development of industrial potential and identify the main obstacles to the successful application of clustering in Ukraine. The relationship between the benefits and results of the application of the cluster approach for the formation of innovation-industrial policy in the state is established. During the research, the world experience in applying the cluster policy mechanism has been studied, and the directions of state support in the formation of favourable conditions for the development of clusters in industry have been proposed.

The article presents the results of building a model of economic evaluation of intellectual capital (IC) of machine-building enterprises suitable for the IC current level, its individual components and their potential. A typology of factors influencing the choice of IC evaluation methods in the industry has been developed. Factors of internal and external environment are described to consider when choosing a basic evaluation method of IC in machinebuilding enterprises, the direction and the impact of these factors in the current economic conditions in Ukraine being determined.The basic matrix selection method of evaluation of IC of machine-building enterprise, grounded priorities and a combination of different evaluation methods by defining their weighted grades are constructed. The graphical model of economic evaluation of machine-building enterprises IC and its development potential is designed. According to this model, indicators of the level of development of IC and its components in their cost measurement are calculated.

The article proposes the concept of harmonious development and state regulation of the activities of higher education institutions with the aim of its adaptation in the system of higher education in Ukraine. The preconditions that lead to the development and introduction of a qualitatively new way of development of higher education are outlined. The main characteristics of the harmonious path of development are presented. As an example, the harmonious functioning of the Shanghai International Studies University is considered. The combination of the American approach to the organization of higher education with the traditions of the East is described. Emphasis is placed on the factor of mentality when organizing the university education system. The work focuses on the expansion of student international horizons, the priority of international development of the university. The influence of the university on the formation of general public opinion in China is indicated, and the university's role in the adoption of diplomatic decisions is noted. The role of research institutes and university centers united in one academic space with the help of powerful multilingual programmes and interdisciplinary resources is emphasized. The importance of internship visits within China and abroad to exchange scientific and academic achievements and experience in higher education has been emphasized. The accent is made on the close connection of the University with the state administration, which is manifested at the level of discipline selection, the regulation of the system of faculties or specialties corresponding to the needs of the region or the country as a whole. On the basis of the survey, a scheme for the harmonization of the development of a higher educational institution was developed. There is offered the method of implementing harmonious development and state regulation of Ukrainian higher education institutions as a result of attracting effective factors, which will allow to succeed in the project realization.
