Висвітлено правові засади, визначено суть і процедури провадження у справах про державну реєстрацію фізичних осіб-підприємців. Проаналізовано суть і місце реєстраційного провадження в адміністративному процесі. З'ясовано поняття й особливості дослідженого провадження, систему його правового регулювання. Охарактеризовано види та правовий статус суб'єктів провадження у справах про державну реєстрацію фізичних осіб-підприємців, його зміст і процедури. Визначено шляхи вдосконалення цього провадження, сформульовано пропозиції щодо внесення змін і доповнень до ряду нормативно-правових актів України.

У дисертації визначено теоретичні положення до ідентифікації форм якісного перетворення підприємства в теорії розвитку з урахуванням фундаментальних властивостей систем та визначальних категорій моделі розвитку підприємства.Застосовано науковий підхід до формування методологічного базису забезпечення розвитку підприємств на засадах теорії еволюційної економіки – біономіки.Розроблено теоретико-методологічні та організаційні положення економіко-екологічного механізму забезпечення розвитку сільськогосподарських підприємств зони радіаційного забруднення. Сформовано модель аналізу функціонування сільськогосподарських підприємств зони радіаційного забруднення, яка визначає вплив на довкілля, стан виробництва, враховує систему обмежень. Обґрунтовано методологічні положення до хронологізації етапів розвитку сільськогосподарських підприємств зони радіаційного забруднення. Визначено напрями стимулювання сільськогосподарських підприємств до підвищення їх екологічної відповідальності.Сформовано механізм державних зелених закупівель аграрної продукції та удосконалено інструментарій механізму державно-приватного і міжсекторального партнерства в аграрному секторі зони радіаційного забруднення.^UThe thesis has identified theoretical provisions for the identification of forms of qualitativetransformation of the enterprise in the development theory, taking into account the fundamentalproperties of systems and defining categories of enterprise development model, such asresources, processes (transformation of resources into goods and services of higher value thanresources) and sound priorities which will maintain competitive advantages and ensure thedevelopment. The scientific approach to the formation of the methodological basis for ensuringthe development of enterprises based on the theory of evolutionary economics – bionomics,according to which economic activity corresponds to the principle of natural ecosystems hasbeen applied, which provided qualitatively new level of research on the properties andcharacteristics of the enterprise as of a dynamic system. The factors of ecological impact ofradioactive pollution on the economic development of agricultural enterprises have beendetermined, that provides their purposeful managerial policy under changeable conditions ofexternal influence.Theoretical and methodological, and organizational provisions of the economic andecological mechanism of ensuring the development of agricultural enterprises in the zone ofradioactive pollution (concepts, components, goals, tools) have been developed, which creates abasis for research and management of agricultural enterprises in the zone of radioactivepollution. With this purpose the tools of mechanisms of social and ecological responsibility,public-private and intersectoral partnership, green public procurement have been implemented,which will regulate long-term economic and ecological relations between the state, the market,and the agricultural enterprise. The application of institutional, functional, and instrumentalaspects of formation of such a mechanism has become the basis that determines the desireddirection of development. The organizational principles of the economic and ecologicalmechanism of ensuring the development of agricultural enterprises in the zone of radioactivepollution have been proposed by clarifying the content of its principles and functions, that alsotakes into account the ecological component as a basis for ensuring ecologically orientedagricultural production. Organizational measures for stimulation of agricultural production inthe zone of radioactive pollution have been outlined at different management levels (national,regional, local), and at the relevant spheres of differentiation (economic and ecological). Amodel of analysis of the agricultural enterprises in the zone of radioactive pollution functioninghas been formed, which is based on a system of generalized indicators and indicators thatdetermine the impact on the environment, the state of production, take into account a system ofrestrictions, that allows to identify priority measures for agricultural enterprises to ensure theirsustainable development.The directions of stimulation of agricultural enterprises for increase of their ecologicalresponsibility in conducting agrarian business have been defined depending on their resourcecapabilities (in the context of the following levels: basic; expanded; complex) that will allow toreduce level of radioactive contamination of agricultural products. The organizational principlesof benchmarking for the development of agricultural enterprises have been revealed in terms ofpartnership relations formation, ensuring information exchange and by the spheres ofimplementation of technologies for organic production and its certification, which allows todetermine strategic landmarks for the development of environmentally friendly production ofradioactive pollution zone. The directions of adaptation of the international experience ofmodern technologies of the agrarian sector enterprises of the zone of radioactive pollution in thepart of applied components of agrarian policy, education, motivation, information, andmanagement have been substantiated.The mechanism of implementation of the green public procurement of agriculturalproduction has been formed through specification of procedure of green procurement whichincludes ecological parameters. The tools of the mechanism of public-private and intersectoralpartnership in the agricultural sector have been improved, which envisage determination of thetarget priorities of tripartite intersectoral cooperation of legislative and executive authorities,agricultural enterprises, rural amalgamated territorial communities, which contributes to theharmonization of economic and ecological development goals of agricultural enterprises in thezone of radioactive pollution and ensures the implementation of ecological and innovationprojects based on mutually beneficial pooling of resources, distribution of revenues, costs, andrisks.
