Розвинуто теоретико-математичну модель картографування та районування агроландшафтних систем локального і регіонального рівнів. Автоматизоване агроландшафтне районування базується на поєднанні методів традиційного картографічного аналізу, алгоритмів автоматичного районування й аналітичних можливостей сучасних геоінформаційних систем (ГІС). Вибір і створення базової ландшафтної основи складає центральну задачу в системі автоматизованого агроландшафтного районування.

Обгрунтовано нові підходи до вирішення актуальної проблеми теорії та практики державного управління - формування цілісної концепції ресурсного забезпечення регіонального управління на основі чіткого визначення місця та ролі ресурсів регіонального управління в балансі політичних відносин "центр - регіон" і розроблення механізмів узгодження дій суб'єктів регіонального управління щодо збору, накопичення, відтворення та відповідальності за використання ресурсів. Визначено зміст основних понять концепції ресурсного забезпечення регіонального управління. Розроблено описову класифікацію ресурсів регіонального управління, спрямовану на змістовну інтерпретацію класифікаційної ознаки - доцільність до застосування даного ресурсу як засобу досягнення цілі. Обгрунтовано принципи ресурсного забезпечення, що встановлюють вимоги до організації процесу відтворення та мобілізації ресурсів. Розкрито сутність, структуру та специфіку механізмів ресурсного забезпечення регіонального управління. Розроблено інформаційну модель організаційного механізму та ресурсні режими як форму функціонування інституційного механізму ресурсного забезпечення регіонального управління.

Дисертаційна робота присвячена теоретичному обґрунтуванню функціональної моделі державного механізму організації системи медичної реабілітації в Україні та організаційно-технологічних засад запровадження стратегічного проєктування як технології державного управління розвитком медичної реабілітації в Україні.Розкрито сутність державного механізму організації системи медичної реабілітації. Розроблено функціональну модель державного механізму організації системи медичної реабілітації в Україні та обґрунтовано доцільність упровадження стратегічного проєктування як технології державного управління розвитком медичної реабілітації для забезпечення ефективної координації проєктної діяльності суб'єктів медичної реабілітації.Обґрунтовано концептуальне стратегічне бачення та розроблено дорожню карту розвитку системи медичної реабілітації в Україні, що передбачає реалізацію комплексу взаємопов'язаних заходів у межах чотирьох етапів: інституціоналізація системи медичної реабілітації; стратегічне планування розвитку системи медичної реабілітації; стратегічне проєктування розвитку системи медичної реабілітації в Україні; реалізація стратегії розвитку системи медичної реабілітації через портфель проєктів. Обґрунтовано методичний підхід до оцінювання ефективності та результативності портфеля проєктів розвитку системи медичної реабілітації.^UThe dissertation is devoted to the theoretical substantiation of conceptual provisions and organizational and functional bases of introduction of strategic design as a technology of public administration of medical rehabilitation development in Ukraine and establishment of a conceptual model of strategic project portfolio management as a state mechanism of coordination of project activities of medical rehabilitation subjects. 18The generalization of modern scientific approaches, organizational and legal principles and foreign experience in the organization of medical rehabilitation as a component of the health care system, allowed to reasonably determine strategic guidelines and priority areas for improving the current state mechanism: development and approval of the Strategy for Medical Rehabilitation in Ukraine and the relevant State target program; creation of a separate Department of Rehabilitation and Sanatorium-and-health-resort Treatment in the Ministry of Health, the activities of which are conditioned by a number of necessary but currently absent services; technologicalization of the state mechanism of medical rehabilitation in Ukraine, which should be based on the understanding of the fact that one of the most effective approaches to the implementation of medical rehabilitation is project management and the formation of new mechanisms of public administration.Identifying the institutional features of the coordinating interaction of the medical rehabilitation subjects allowed revealing the essence of the state mechanism of organization of the medical rehabilitation system according to institutional and functional approaches. Institutionally, the state mechanism for organizing the medical rehabilitation system is a set of organizational and legal norms governing the subject-object and subject-subject relations of authorized entities (central executive bodies, state trust funds, other bodies of public authorities, state institutions and enterprises, specialized medical and rehabilitation institutions and institutions of various forms of ownership), as well as practical measures, principles, methods and tools through which the resource provision of state policy in the field of medical rehabilitation is carried out. Functionally, the state mechanism of organization of the medical rehabilitation system is the interaction of public administration mechanisms that ensure the performance of specific functions (administrative, economic, organizational, regulatory, informational) to create conditions for effective rehabilitation services at all levels of health care.The functional scheme of the state mechanism of organization of the medical rehabilitation system in Ukraine is developed and it is proved that the state mechanism of the organization of the medical rehabilitation system provides strategic planning of administrative actions and forecasting the state of development of the medical rehabilitation system as a result of political decisions, and, accordingly, is characterized by the following features: purpose, functional block, institutional block, resource provision block.

Дисертаційна робота присвячена теоретичному обґрунтуванню концептуальних положень, організаційно-інституціональних засад публічно-управлінської діяльності у сфері розвитку громадянського суспільства та розробленнюмоделі державного механізму стимулювання розвитку громадянського суспільства в Україні.У дослідженні уточнено понятійно-категорійний апарат державного управління у сфері розвитку громадянського суспільства. Запропоновано авторське визначення понять «громадянське суспільство» та «сталий розвиток громадянського суспільства». Громадянське суспільство розуміється як складна, активна, динамічна соціальна система, здатна до самоорганізації та саморозвитку, яка: є підсистемою суспільної системи, але не співпадає з нею, оскільки поєднує людей з активною громадською позицією, що цілеспрямовано здійснюють суспільно значущі дії; виникає і розвивається на певному етапі історичного розвитку суспільства та функціонує в межах правового поля держави; характеризується відкритістю – наявністю взаємодії, обміну інформацією та взаємного впливу внутрішніх елементів і зовнішнього середовища – владних інституцій, політичних та бізнес-структур, суспільства у цілому, а також зв'язністю – наявністю аналогічних внутрішніх взаємозв'язків між елементами.Обґрунтовано концептуальні засади формування державного механізму стимулювання розвитку громадянського суспільства в Україні як регламенту діяльності суб'єктів публічного управління з реалізації нормативно-ціннісної, координаційної та комунікаційної функцій для забезпечення сталості розвитку громадянського суспільства та розроблено його структурно-функціональну модель у складі взаємопов'язаних цільового, нормативно-правового, організаційного, інформаційного блоків і відповідного методологічного, технологічного, фінансового забезпечення, які у сукупності створюють підґрунтя для забезпечення спільної цілеспрямованої діяльності й ефективної взаємодії органів публічної влади та акторів громадянського суспільства. Удосконалено організаційно-правові засади реалізації державної політики розвитку громадянського суспільства в Україні через обґрунтування основних концептуальних позицій проекту закону про громадянське суспільство в Україні та положення про окреме міністерство суспільних комунікацій та інформації з визначенням основних функцій та завдань у сфері розвитку громадянського суспільства.^UThe dissertation is devoted to the theoretical substantiation of conceptual provisions, organizational and institutional principles of public administration in the field of civil society development and the establishment of a model of the state mechanism of stimulating the civil society development in Ukraine.Conceptual principles of formation of the state mechanism of stimulating the civil society development in Ukraine as regulations of activities of subjects of public administration on realization of normative-value, coordination and communication functions for maintenance of sustainability of development of civil society have been substantiated and its structural and functional model as part of the interconnected target, regulatory, organizational, information blocks and relevant methodological, technological, financial support, which together create the basis for joint targeted activities and effective interaction between public authorities and civil society actors has been developed.The goals of the state mechanism of stimulating the civil society development in Ukraine have been determined: creation of favorable conditions for the functioning and development of civil society; stimulating the development of its internal evolutionary mechanisms; organization of effective interaction between public authorities and civil society actors, as well as its functions - normative-value, communication and coordination – have been substantiated.It is proved that the main condition for the efficiency of the state mechanism in the field of civil society development is the joint purposeful activity of subjects and objects of management, i.e. the interaction of public authorities and civil society actors.The structural and functional model of the state mechanism of stimulating the civil society development has been developed and necessary conditions of its successful functioning have been defined:- methodological support, which is a system of principles, methods and means that are focused on solving problems of optimization, rationalization and increase in efficiency of the subjects of the state mechanism;- technological support, which is a description of the sequence and nature of the processes of stimulating the civil society development in Ukraine and the relevant optimal tools for their practical implementation by the subjects of the state mechanism, which is presented in the form of practical procedures;- financial support, within which it is proposed to create a Fund for Stimulating the Civil Society Development in order to finance on a competitive basis projects of civil society institutions aimed at the development of civil society nationwide.It has been improved organizational and legal principles for the implementation of state policy of civil society development in Ukraine by substantiating the main conceptual positions - purpose, main directions, types of communication activities, resource provision – of the draft law on civil society in Ukraine and the provisions of a separate Ministry of Public Communications and Information with defining basic functions and tasks in the field of civil society development.It has been proposed a methodical approach to evaluating the effectiveness of regional programs to stimulate the civil society development consisting of four groups of indicators, that evaluate the program on the following aspects: relevance, which is understood as compliance of the goal and the expected results of the program with certain priority needs of target groups of consumers of its results and / or focus on solving defined problems; feasibility - adherence to the logical interconnection between the main structural elements of the program (purpose, objectives, activities and expected results) and ensuring the implementation of measures with the necessary resources; effectiveness - achieving the goal of the program in the sense of achieving the desired effect; efficiency - the contribution of specific results of the program into achieving the goals and their social usefulness.
